HRM is something that includes the operational part of HR, such as employee management, leave management, salary processing, grievance handling, entry and exit management, induction, orientation programs, training and development, and other HR-related work that involves a lot of interaction with people.
Strategic HRM basically includes organizational design, organization development, manpower planning, organizational structures, gap analysis of current and strategic structures, setting of job descriptions (JDs) and key result areas (KRAs) for each position (open and closed), employee profiling in terms of organizational profiling and operations profiling that cover security and risk as well.

In my token contribution, I would say strategic HR is a subset of HRM. HRM examines the relationship between employees and the organization, which includes administration, performance, etc. Strategic HR focuses more on linking HRM strictly with performance without emphasis on administration.
